【析句】復合句。主句位于句末，countries should set up central authorities to coordinate water policy, 簡單句。rather than是并列連詞，可以連接兩個動詞短語，此處是set up...rather than...，而national agencies后有that引導的定語從句修飾。

2. When the auto enters the highway system, a retractable arm will drop from the auto and make contact with a rail, which is similar to those powering subway trains electrically. (2002. 閱讀. Text 1)

3. It is estimated that an automated highway will be able to handle 10,000 vehicles per hour, compared with the 1,500 to 2,000 vehicles that can be carried by a present day highway. (2002. 閱讀. Text 1)
【譯文】據(jù)估計，這種自動公路每小時能夠允許一萬輛汽車通行，而現(xiàn)在的公路每天只能通行1500到2000輛汽車。
【析句】復合句。主干為It is estimated that從句。it作形式主語，真正的主語是that引導的主語從句。主語從句中，主句an automated highway will be able to handle...，注意短語compared with與主語是被動關系所以用過去分詞，最后that can be carried by...作vehicles的定語從句。
