The Senate votes to close out debate on a new arms control treaty with Russia setting the stage for ratification. President Barack Obama considers the treaty as the top foreign policy priority.

New census figures have Texas gaining four seats in the House with Florida picking up two. But New York and Ohio will lose seats because of the population count. That count puts the U.S. population at just over 308 million people.

Snow is melting in London, but operators at Heathrow Airport say it will be Thursday before full service is back. Cold and snowy weather has grounded flights across Europe.

At a Berlin aquarium, Santa goes for a swim with the sharks. The chief curator fed sardines to the fish, whose population includes rays and small sharks.
