This is done to permit access to fire engines, water, electricity and gas meters, delivery of packages, etc. We expect to see people walking through our side and backyards if it is the most direct pathway to a destination. The same is true for bicycles, though it is expected that automobiles do not use this as an alternative to paved streets or roads. It is neither appropriate nor lawful for persons walking through private yards to damage gardens or fences, litter private property, nor mistreat pets in private yards. We tell our friends to come in through the backyards of our home, and that is true with most property owners. If a property owner wishes to exclude walkers from their property, they are permitted to have fenced yards, but they still must leave access to emergency vehicles, water hydrants.
