It would be a disaster if a poor minibus driver bumped into a 5 million yuan Rolls-Royce, because the bus driver would have to pay hundreds of thousand of yuan in maintenance costs. Some people say it's unfair for the poor to have to pay such huge amounts of money, while others blame the poor road safety awareness of Chinese drivers. Hao Yansu, dean of the Insurance School at the Central University of Finance and Economics, gives his opinion on the situation.

"First, the responsible party lacks awareness in terms of road safety. Secondly, the responsible parties do not purchase insurance premiums which provide ample coverage."

Mr. Hao says third party liability insurance can help drivers avoid massive reparations. But Gao Yue, a staff member with China Pacific Insurance, says drivers in Beijing are not fully aware of the importance of insurance.

"Most of the drivers in Beijing would like to buy 50 thousand yuan to 100 thousand yuan coverage premiums. Since the premium for lower coverage is small, it can't cover the expensive maintenance costs when a luxury car is involved."

Xu Man, Manager of the Personal Car Insurance Department at Ping An Insurance, gives her suggestion as to what coverage is sufficient in today's environment.

"I recommend 500 thousand yuan worth of coverage. You only spend about 1400 yuan, but the insurance company will pay as much as 500 thousand for you if you have a traffic accident and are faced with paying huge amounts of compensation. Therefore, I advise drivers not to care too much about the money they spend on insurance."

Xu says that third party liability insurance also guarantees that those wounded during accidents will receive enough money to cover medical costs.

The subject of traffic accidents has attracted the attention of NPC deputies who have proposed setting a maximum amount for compensation and maintenance costs and canceling the maximum premium of insurance during the 5th session of the 11th national people's congress.

Expert Hao Yansu, Dean of the Insurance School at the Central University of Finance and Economics, suggests that a personal bankruptcy system would be a good way to help the disadvantaged party.

"Personal bankruptcy systems work well in some western countries. It can help protect the disadvantaged party so that his life will not be influenced too much."

Expert Hao Yansu also believes that China's insurance system should be adjusted further.

"China's insurance system should be in line with the world's common practices. In western countries as well as in Hong Kong, insurance companies provide open-ended coverage. But for most Chinese insurance companies, the highest level of coverage is 1 million yuan. They need to adjust their products."

Hao Yansu says that only when a fair and just insurance system is established and people become truly aware of that system, will the number of hit-and-run accidents in China decrease.
