Joint U.S.-China Statement on Climate Change
中華人民共和國(guó)和美利堅(jiān)合眾國(guó)認(rèn)識(shí)到,對(duì)比日益加劇的氣候變化危害和全球應(yīng)對(duì)努力的不足,需要一個(gè)更具針對(duì)性的緊急倡議。過去幾年里,雙方通過雙邊和多邊渠道,包括在聯(lián)合國(guó)氣候變化框架公約進(jìn)程和經(jīng)濟(jì)大國(guó)論壇下,開展了富有建設(shè)性的討論。雙方還認(rèn)為,關(guān)于氣候變化強(qiáng)有力的科學(xué)共識(shí)強(qiáng)烈要求采取對(duì)氣候變化有全球性影響的重大行動(dòng)。
The United States of America and the People’s Republic of China recognize that the increasing dangers presented by climate change measured against the inadequacy of the global response requires a more focused and urgent initiative. The two sides have been engaged in constructive discussions through various channels over several years bilaterally and multilaterally, including the UN Framework Convention on Climate Change process and the Major Economies Forum. In addition, both sides consider that the overwhelming scientific consensus regarding climate change constitutes a compelling call to action crucial to having a global impact on climate change.
中美兩國(guó)特別注意到,對(duì)于人為氣候變化及其日益惡化的影響已形成強(qiáng)有力的科學(xué)共識(shí),包括過去一百年全球平均溫度顯著上升、海洋酸化令人擔(dān)憂、北冰洋海冰迅速消失,以及世界各地極端天氣事件頻發(fā)。雙方都認(rèn)識(shí)到,有鑒于氣候變化不斷加速的最新科學(xué)認(rèn)識(shí)和加強(qiáng)全球溫室氣體減排努力的緊迫需要,中美兩國(guó)采取強(qiáng)有力的國(guó)內(nèi)適當(dāng)行動(dòng),包括大規(guī)模的合作行動(dòng),比以往任何時(shí)候都至關(guān)重要。這些行動(dòng)對(duì)于遏制氣候變化和樹立可以鼓舞世界的強(qiáng)有力榜樣,都是極為重要的。
The two countries took special note of the overwhelming scientific consensus about anthropogenic climate change and its worsening impacts, including the sharp rise in global average temperatures over the past century, the alarming acidification of our oceans, the rapid loss of Arctic sea ice, and the striking incidence of extreme weather events occurring all over the world. Both sides recognize that, given the latest scientific understanding of accelerating climate change and the urgent need to intensify global efforts to reduce greenhouse gas emissions, forceful, nationally appropriate action by the United States and China – including large-scale cooperative action – is more critical than ever. Such action is crucial both to contain climate change and to set the kind of powerful example that can inspire the world.
為了把氣候變化挑戰(zhàn)提升為更加優(yōu)先的事項(xiàng),中美兩國(guó)將在2013年中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話舉行之前建立氣候變化工作組。根據(jù)兩國(guó)領(lǐng)導(dǎo)人的共同愿景,工作組將立即著手工作,確定雙方推進(jìn)技術(shù)、研究、節(jié)能以及替代能源和可再生能源等領(lǐng)域合作的方式。雙方將通過擬于今年夏天召開的中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話加快推進(jìn)這項(xiàng)工作。
In order to achieve this goal of elevating the climate change challenge as a higher priority, the two countries will initiate a Climate Change Working Group in anticipation of the 2013 Strategic and Economic Dialogue (S&ED). In keeping with the vision shared by the leaders of the two countries, the Working Group will begin immediately to determine and finalize ways in which they can advance cooperation on technology, research, conservation, and alternative and renewable energy. They will place this initiative on a faster track through the S&ED next slated to meet this summer.?
工作組將由國(guó)家發(fā)展和改革委員會(huì)副主任解振華和美國(guó)氣候變化特使斯特恩擔(dān)任組長(zhǎng)。氣候變化工作組旨在為中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話做準(zhǔn)備,總結(jié)梳理氣候變化現(xiàn)有合作情況和通過適當(dāng)?shù)牟块L(zhǎng)級(jí)渠道加強(qiáng)合作的潛在機(jī)會(huì),并確定促進(jìn)綠色低碳經(jīng)濟(jì)增長(zhǎng)具體合作行動(dòng)的新領(lǐng)域,包括適當(dāng)運(yùn)用公共和私營(yíng)部門合作伙伴關(guān)系。氣候變化工作組應(yīng)吸收相關(guān)政府部門參加,并于即將召開的中美戰(zhàn)略與經(jīng)濟(jì)對(duì)話會(huì)議上向兩國(guó)元首特別代表報(bào)告工作成果。
The Working Group will be led by Mr. Todd Stern, U.S. Special Envoy for Climate Change and Mr. Xie Zhenhua, Vice Chairman, the National Development and Reform Commission. The purpose of the Climate Change Working Group will be to make preparations for the S&ED by taking stock of existing cooperation related to climate change, and the potential to enhance such efforts through the appropriate ministerial channels; and by identifying new areas for concrete, cooperative action to foster green and low-carbon economic growth, including through the use of public-private partnerships, where appropriate. The Climate Change Working Group should include relevant government ministries and will present its findings to the Special Representatives of the leaders for the S&ED at their upcoming meeting.
雙方也注意到加強(qiáng)氣候變化行動(dòng)與合作所帶來(lái)的顯著互惠利益,包括能源安全得到加強(qiáng)、環(huán)境更加清潔、自然資源更為富足。雙方還重申,在多邊談判領(lǐng)域和推進(jìn)應(yīng)對(duì)氣候變化具體行動(dòng)方面攜手努力,能夠成為雙邊關(guān)系的一個(gè)支柱,增進(jìn)彼此信任和相互尊重,為更強(qiáng)有力的全面協(xié)作鋪平道路。兩國(guó)注意到雙方有共同興趣來(lái)開發(fā)和應(yīng)用新的環(huán)保和清潔能源技術(shù),以減少溫室氣體排放,同時(shí)促進(jìn)經(jīng)濟(jì)繁榮和創(chuàng)造就業(yè)機(jī)會(huì)。
Both sides also noted the significant and mutual benefits of intensified action and cooperation on climate change, including enhanced energy security, a cleaner environment, and more abundant natural resources. They also reaffirmed that working together both in the multilateral negotiation and to advance concrete action on climate change can serve as a pillar of the bilateral relationship, build mutual trust and respect, and pave the way for a stronger overall collaboration. Both sides noted a common interest in developing and deploying new environmental and clean energy technologies that promote economic prosperity and job creation while reducing greenhouse gas emissions.
考慮到已有聯(lián)合聲明、現(xiàn)有相關(guān)安排和正在開展的工作,雙方同意,非常有必要提升氣候變化合作的規(guī)模和影響力度,以適應(yīng)不斷增長(zhǎng)的解決我們所面臨氣候挑戰(zhàn)的迫切要求。
In light of previous joint statements, existing arrangements, and ongoing work, both sides agree that it is essential to enhance the scale and impact of cooperation on climate change, commensurate with the growing urgency to deal with our shared climate challenges.
