Press Statement for the First China-Thailand Strategic Dialogue

2013年8月19日，中華人民共和國外交部副部長劉振民與泰國外交部次長西哈薩在曼谷共同主持中泰首輪戰(zhàn)略對話。
The First China-Thailand Strategic Dialogue was held in Bangkok on 19th August 2013. The Meeting was co-chaired by Mr. Liu Zhenmin, Vice-Minister of the Ministry of Foreign Affairs of the People’s Republic of China, and Mr. Sihasak Phuangketkeow, Permanent Secretary of the Ministry of Foreign Affairs of Thailand.

雙方注意到，《中泰戰(zhàn)略性合作共同行動(dòng)計(jì)劃》（2012-2016）簽署以來，兩國高層保持密切互訪，貿(mào)易、投資、旅游、文化、教育等眾多領(lǐng)域合作取得積極進(jìn)展并展現(xiàn)活力，雙方對此表示滿意。雙方同意按照兩國簽署的《關(guān)于可持續(xù)發(fā)展合作諒解備忘錄》，保持當(dāng)前合作勢頭，下一步重點(diǎn)加強(qiáng)在高速鐵路，水利，清潔、可再生、可替代能源以及教育和人力資源發(fā)展等領(lǐng)域的合作。雙方同意盡快舉行中泰貿(mào)易、投資與經(jīng)濟(jì)合作聯(lián)委會(huì)第三次會(huì)議，推進(jìn)兩國經(jīng)貿(mào)、投資合作，實(shí)現(xiàn)兩國領(lǐng)導(dǎo)人確定的2015年雙邊貿(mào)易額1000億美元的目標(biāo)。雙方同意共同落實(shí)好《農(nóng)產(chǎn)品貿(mào)易合作諒解備忘錄》，擴(kuò)大兩國農(nóng)產(chǎn)品貿(mào)易。雙方一致認(rèn)為，人民幣應(yīng)在中泰貿(mào)易中發(fā)揮更大作用。
Both sides noted with satisfaction the progress and the dynamism made in areas as high-level visits, trade and investment, tourism, culture and education since the adoption of the Joint Action Plan on China-Thailand Strategic Cooperation (2012-2016). Both sides agreed to maintain the momentum and, as for next steps, to deepen cooperation on high speed train, water resources management, green, renewable and alternative energy as well as education and human resource development as priority under the MOU on Cooperation on Sustainable Development. Both sides shared the view that the 3rd Meeting of the Joint Commission on Trade, Investment and Economic Cooperation should be convened soon to discuss ways to further promote trade and investment in order to achieve the bilateral trade target of 100 billion USD by 2015 set by the leaders of the two countries. Both sides also agreed to fully implement the MOU on Agricultural Trade Cooperation and facilitation trade in agricultural products and RMB should play a greater role in the business transactions between China and Thailand.

雙方回顧了10年來中國—東盟戰(zhàn)略伙伴關(guān)系的發(fā)展，一致認(rèn)為中國—東盟戰(zhàn)略伙伴關(guān)系是地區(qū)和平、穩(wěn)定和繁榮的支柱。雙方對2013年8月2日在曼谷舉行的中國—東盟高層論壇取得成功表示歡迎，一致同意將進(jìn)一步加強(qiáng)溝通與協(xié)調(diào)，開好2013年8月29日在北京舉行的中國—東盟特別外長會(huì)，為2013年10月在文萊舉行的第16次中國—東盟領(lǐng)導(dǎo)人會(huì)議做好準(zhǔn)備。雙方期待9月中旬在華舉行第六次落實(shí)《南海各方行為宣言》高官會(huì)和第九次聯(lián)合工作組會(huì)議。
Both sides reviewed the decade-long China-ASEAN Strategic Partnership and agreed that it has stood as a pillar of regional peace, stability and prosperity. Both sides welcomed the successful convening of High-Level Forum on 10th Anniversary of China-ASEAN Strategic Partnership on 2 August 2013 in Bangkok, and will pursue their communication and cooperation for the successful convening of the Special China-ASEAN Foreign Ministers’ Meeting in Beijing on 29 August 2013 and prepare for the 16th China-ASEAN Summit in October 2013 in Brunei. Both sides looked forward to the convening of the upcoming 6the China-ASEAN Senior Officials’ Meeting and the 9th Joint Working Group Meeting on the Implementation of the Declaration on the Conduct of Parties in the South China Sea (DOC) in China in mid-September 2013.

Both sides agreed that the 2nd China-Thailand Strategic Dialogue will be held at a mutually convenient date in China.
