China’s top industry watchdog has introduced a policy of “censor first, broadcast later” for local Internet companies streaming TV shows and movies, which could mean tighter control over online distribution of Hollywood content in China.
中國最高的行業(yè)監(jiān)管機構(gòu)廣電總局日前發(fā)布了“先審后播”的管理制度，主要針對引進電視節(jié)目和電影的各大視頻網(wǎng)站。這意味著中國開始對在線播出的好萊塢內(nèi)影劇強監(jiān)管。

From now on, online companies will have to employ government-approved censors to vet content and obtain a censorship license, then monitor content before it is broadcast, the State Administration of Press, Publication, Radio, Film and Television (SAPPRFT) said in a statement on its website.
廣電總局官網(wǎng)發(fā)表聲明稱，從現(xiàn)在起，網(wǎng)絡(luò)公司必須聘用政府認可的檢查員審查視頻內(nèi)容，并獲得相關(guān)許可證，在視頻播出前必須進行內(nèi)容審查。

Online companies like Sohu, Youku Tudou and Baidu have been showing TV shows such as House of Cards and Modern Family after doing their own internal censorship. Sales to such sites had been viewed as a promising, and potentially very lucrative, new distribution channel for Hollywood in the country.
搜狐、優(yōu)酷土豆、百度等視頻網(wǎng)站經(jīng)過網(wǎng)站內(nèi)部審查，已經(jīng)開始播出《紙牌屋》和《摩登家庭》的等美劇。將影片出售給這幾家網(wǎng)站一度被視為利潤豐厚，前景光明，是好萊塢在中國銷售的新渠道。

Until now, streamed content has been shown outside of the normal censorship system, which is carried out by SAPPRFT. Recent months have seen the release of some TV shows that seemed surprising. For example, zombie show The Walking Dead is a popular show online, but World War Z didn't make it past censorship for a cinematic release.
到目前為止，有不少未經(jīng)廣電總局正常審查流程的美劇在中國播出。最近幾月播出的電視節(jié)目就出人意料，比如《行尸走肉》這部網(wǎng)上大熱的僵尸劇。與其題材相同的《末日之戰(zhàn)》之前并沒有獲準在影院上映。

Purchased content will be treated the same as self-produced content, SAPPRFT added. Internet video and audio service companies also need to verify the identities of the people or organizations who upload the video and audio programs to their websites.
廣電總局還補充說引進的節(jié)目和自制節(jié)目都需要接受監(jiān)管。視頻網(wǎng)站還需核實向網(wǎng)站上傳視頻的個人或組織的身份。

Films or TV programs that have not been approved by the censors cannot be broadcasted on the Internet, it said.
未通過審查的電影和電視節(jié)目一律禁止在網(wǎng)絡(luò)播出。

Investors and operators from the service companies who stream content that has not been officially approved will be warned, fined or punished by being barred from streaming content for up to five years.
如果視頻網(wǎng)站未獲得官方許可，其投資人和運營商將面臨警告、罰款或5年內(nèi)不得從事互聯(lián)網(wǎng)視聽節(jié)目服務(wù)等處罰。
