The immediate motivation for Mr. Brown’s order was a lousy winter snowpack, only 6 percent of normal levels, a tiny reserve of water that is supposed to feed the state during the rest of the year. The most visible effect of the new regulations for most Californians may be brown front yards — a third to a half of residential water use goes to landscaping, state officials said — and higher water bills. There is a lot of room for conservation; state experts reckon that suburban Californians each use around 150 gallons of water per day, compared with only 45 gallons per day in San Francisco, where lawns are scarce.
