Less Is More for Government
對政府來說，少就是多

In an attempt to boost efficiency, China has announced a restructuring plan of government agencies, getting rid of the ministries of Railways and Health, among other moves.
為了刺激經(jīng)濟，中國已經(jīng)宣布了政府機構(gòu)的重組計劃，撤銷鐵道部和衛(wèi)生部，還有另外一些舉措。

The restructuring, the seventh inthree decades, will see the State Council (國務(wù)院) cut the number of its ministry-level bodies from 27 to 25 while reorganizing several other agencies and departments.
這是30年來的第七次改革，國務(wù)院將重新組建幾個其他的機構(gòu)和部分，把部級機構(gòu)數(shù)量從27削減到25個。

The plan, introduced at the nationa llegislative session on March 10, is being pushed by the country’s new leadership and reflects itspriorities to reduce waste and bureaucracy (官僚作風) and address quality-of-life issues.
該計劃由中國新一屆領(lǐng)導(dǎo)班子于3月10日在國家立法會議上推出，反映了其優(yōu)先減少浪費和官僚作風和處理生活質(zhì)量的問題。

“The State Council has established a framework and function system that has largely met the needs of the socialist market economy ... but still has many problems,” Ma Kai, secretary-general ofthe State Council, told the legislators.
國務(wù)院秘書長馬凱告訴立法機構(gòu)說，“國務(wù)院已經(jīng)建立了一個框架和功能系統(tǒng)，很大程度上滿足社會主義市場經(jīng)濟的需求，但是仍然有著很多問題。”

The government is concerned about theoverlap of functions, inefficiency and bureaucracy, which has allowed corruption and neglect of duty to occur, Ma said.
“政府很關(guān)心職能重疊，效率低下和官僚主義的問題，這也產(chǎn)生了腐敗和玩忽職守，”馬凱說。

Among the changes, the Ministry of Railways will be split. The ministry, which is both a policy-maker and a service provider, has long been criticized for bureaucracy and unpleasant services. Its regulatory responsibilities will now go to the Ministry of Transport and its operations toa commercial entity.
這些改革措施中，鐵道部將被拆分。這個部門這既是政策制定者又是服務(wù)提供者，一直由于其官僚作風和令人不愉快的服務(wù)而被批評。其監(jiān)管職責，現(xiàn)在交給了交通運輸部，其運營將交給一個商業(yè)實體。

The State Food and Drug Administration will see a boost in authority to try to end the safety scandals that have been a source of public anger. According to a report delivered to the legislature, 11,251 people in total were prosecuted (起訴) for producing or selling fake drugs or toxic food last year.
國家食品藥品監(jiān)督管理局將會有一個提高，試著結(jié)束那些安全丑聞，這一直是民憤的來源。根據(jù)交付給立法機關(guān)的一份報告，去年共有11,251人因為生產(chǎn)或銷售假藥或有毒食品被起訴。

The National Health and Family Planning Commission will come into existence through the merger of the Health Ministrywith the National Population and Family Planning Commission.
通過衛(wèi)生部，國家人口和計劃生育委員會的合并，產(chǎn)生了國家衛(wèi)生和計劃生育委員會。

And two media regulators, the State Administration of Press and Publication and the State Administration of Radio, Film and Television, are being merged to oversee press, publication, radio, film and television.
國家工商行政管理總局，新聞出版和廣播電影電視總局兩個媒體監(jiān)管機構(gòu)被合并，監(jiān)督新聞，出版，廣播，電影和電視。

Other important changes include restructuring the oceanic administration to enhance maritime law enforcement(海事執(zhí)法) and protect marine resources.
其他重要改革包括重組海洋局，加強海事執(zhí)法和保護海洋資源。
