Joint statement on Manila Hostage-taking Incident
馬尼拉人質(zhì)事件聯(lián)合聲明

The Chief Executive of the HKSAR Government, Mr C Y Leung, met with Philippine President Benigno S Aquino III at the margins of the APEC Economic Leaders’ Summit in Bali, Indonesia, on October 7, 2013. During that meeting, both leaders agreed to work towards a mutually satisfactory conclusion to the Manila hostage-taking incident. The two leaders designated Director of the Chief Executive’s Office Mr Edward Yau and Cabinet Secretary Mr Jose Rene Almendras as their representatives respectively to address the four demands of the victims and their families. Interactions between the two sides commenced immediately thereafter.
香港特別行政區(qū)行政長官梁振英與菲律賓總統(tǒng)阿基諾三世于二零一三年十月七日在印尼里出席亞太區(qū)經(jīng)濟(jì)合作組織經(jīng)濟(jì)領(lǐng)導(dǎo)人會議期間正式會面。席間，雙方同意就馬尼拉人質(zhì)事件尋求一個雙方都滿意的解決方案。雙方分別指派行政長官辦公室主任邱騰華及菲律賓內(nèi)閣部長Jose Rene Almendras作為代表，就受害者及家屬四項要求展開商談。雙方其后隨即展開溝通交流。

Following his October 21, 2013, visit, Secretary Almendras returned to Hong Kong today, November 19, 2013, for further discussions with Mr Yau and the Secretary for Security, Mr Lai Tung-kwok. In the meetings, there were in-depth and constructive exchanges, and Secretary Almendras updated the HKSAR Government on progress made in finding a satisfactory response to the four demands.
繼二零一三年十月二十一日來港后，菲律賓內(nèi)閣部長十一月十九日再次來港，與邱騰華和保安局局長黎棟國進(jìn)行商談。菲律賓內(nèi)閣部長向香港特區(qū)政府講述菲方跟進(jìn)四項要求的進(jìn)度，雙方有深入和建設(shè)性的交流。

President Aquino, having heard of the urgent need of Ms Yik Siu-ling for surgeries, instructed Secretary Almendras to turn over to the HKSAR Government an additional token of solidarity to defray the cost of imminent surgeries. This was made available through donations from Filipino businessmen as a manifestation of the Filipinos’ humane consideration of the plight of the victims and their families, without prejudice to the ongoing ministerial level discussions to address the four demands.
阿基諾總統(tǒng)在獲悉易小玲急需進(jìn)行手術(shù)后，指派內(nèi)閣部長透過特區(qū)政府轉(zhuǎn)交慰問金，應(yīng)付快將進(jìn)行手術(shù)的費用。慰問金由菲律賓商人捐助，表達(dá)菲律賓社會對受害者及家屬的人道關(guān)懷。有關(guān)捐助并不影響雙方正就四項要求進(jìn)行的部長級商談。

Both sides are confident that through continuous efforts, the discussions will achieve the objective set out by the Chief Executive, Mr C Y Leung, and President Aquino. Both sides reaffirmed their agreement to report the outcome to their people when substantive progress has been achieved.
雙方有信心商談會達(dá)致行政長官梁振英和阿基諾總統(tǒng)訂下的目標(biāo)。雙方亦重申同意在取得階段性成果后，會向市民公布商談結(jié)果。
