2016 is the year when the world starts to implement the promises made in the 2030 Agenda for Sustainable Development and the Paris Agreement on Climate Change.
2016年,世界各國(guó)著手落實(shí)《2030年可持續(xù)發(fā)展議程》和《巴黎氣候變化協(xié)定》作出的各項(xiàng)承諾。
UNESCO’s message on World Oceans Day is clear – the ocean is essential to moving forward.
教科文組織在世界海洋日要傳達(dá)的信息非常明確——海洋是推動(dòng)我們前行的重要力量。
Despite the increasing impacts of human activities on the marine environment, the ocean remains an important driver in eradicating the greatest global challenge facing the world today: extreme poverty. The ocean is an integral part of our planet, and an absolutely essential component of human lives, livelihoods and the environment that sustains us. From fisheries and tourism to transportation and climate regulation, the ocean is key to implementing the new global agenda.
人類活動(dòng)給海洋環(huán)境造成的影響越來(lái)越嚴(yán)重,但海洋依然提供了強(qiáng)大的動(dòng)力,幫助人類努力克服當(dāng)今世界面臨的最嚴(yán)峻的全球挑戰(zhàn)——極端貧困。海洋是地球的組成部分,同時(shí)也是人類生活、生計(jì)和我們賴以生存的環(huán)境的重要組成部分。從漁業(yè)和旅游業(yè),到交通運(yùn)輸和調(diào)節(jié)氣候,海洋是實(shí)現(xiàn)新一代全球議程的關(guān)鍵。
Especially for developing countries, coasts and the ocean provide multiple economic opportunities to ensure that no one will be left behind in the pursuit of a more equitable, sustainable development. Whether on the coast or in the high seas far away from all, safeguarding biodiverse marine sites is vital for ensuring the sustainable long-term use of precious natural resources.
沿海地區(qū)和海洋提供了多種經(jīng)濟(jì)機(jī)會(huì),可以確保在實(shí)現(xiàn)更加公平合理的可持續(xù)發(fā)展的征途中,沒(méi)有人會(huì)掉隊(duì)。這對(duì)于發(fā)展中國(guó)家格外重要。無(wú)論是在沿海地區(qū),還是在遼遠(yuǎn)的公海上,保護(hù)孕育著豐富生物多樣性的海洋,對(duì)于確保人類得以通過(guò)可持續(xù)方式長(zhǎng)期利用珍貴的自然資源,都是至關(guān)重要的。
UNESCO, through its Intergovernmental Oceanographic Commission, is working across the board to support its Member States in implementing Sustainable Development Goal 14 on ocean, and all other relevant objectives and targets in ways that are inclusive and based on an integrated scientific approach. The development of national capacities in marine scientific research is a precondition for understanding and preserving the ocean, its environment and the many resources it provides. The Intergovernmental Oceanographic Commission is committed to fostering the development of national policies that promote environmentally-aware, ocean-based sustainable growth.
教科文組織正在通過(guò)其政府間海洋學(xué)委員會(huì),全方位開(kāi)展工作,支持會(huì)員國(guó)采用兼容并蓄的方法,在綜合性科學(xué)研究的基礎(chǔ)上,實(shí)現(xiàn)關(guān)于海洋問(wèn)題的可持續(xù)發(fā)展目標(biāo)14以及其他所有相關(guān)目標(biāo)。提高各國(guó)的海洋科研能力,是了解和保護(hù)海洋、海洋環(huán)境以及多種海洋資源的前提條件。政府間海洋學(xué)委員會(huì)致力于支持各國(guó)制定政策,推動(dòng)具有環(huán)保意識(shí)、立足海洋的可持續(xù)增長(zhǎng)。
Our message is that a healthy ocean is a healthy planet, and a healthy planet is absolutely vital for the well-being of generations to come.
我們今天要告訴世界,健康的海洋就意味著健康的地球,而健康的地球是決定著今后世世代代能否享有幸福生活的關(guān)鍵。
Whether in eradicating poverty or regulating the climate, the bottom line is that the ocean matters. The 2030 Sustainable Development Agenda, the Paris Agreement, negotiations on protecting marine biodiversity in the high seas and other global policy frameworks have all cleared paths for preserving and healing our planet’s crown jewel.
無(wú)論是消除貧困還是調(diào)節(jié)氣候變化,海洋都起到至關(guān)重要的作用,這是我們的底線。《2030年可持續(xù)發(fā)展議程》、《巴黎協(xié)定》、關(guān)于保護(hù)公海海洋生物多樣性的談判以及其他全球政策框架為保護(hù)和修復(fù)地球皇冠上的這顆明珠——海洋——掃清了各種障礙。
World Oceans Day is our opportunity – as decision-makers, industry, civil society, science, and you and me – to tip the balance and move from agreement to meaningful action.
世界各國(guó)的決策者、工業(yè)界、民間社會(huì)、科學(xué)界、你們和我都應(yīng)該把握住世界海洋日這個(gè)契機(jī),努力扭轉(zhuǎn)目前局面,將協(xié)定化為實(shí)際行動(dòng)。
This is why at UNESCO Headquarters in Paris, and in many places around the world, we will be mobilizing on 8 June for a healthy ocean and a healthy planet – join us!
