Statement of the Government of the People’s Republic of China and the Government of the Kingdom of Norway on Normalization of Bilateral Relations

中華人民共和國(guó)政府與挪威王國(guó)政府經(jīng)協(xié)商決定自即日起實(shí)現(xiàn)兩國(guó)關(guān)系正?；?/div>

The Government of the People’s Republic of China and the Government of the Kingdom of Norway have, through consultations, decided to realize normalization of bilateral relations as of today.

一、中挪雙方認(rèn)為，中挪兩國(guó)人民有著傳統(tǒng)友誼。挪威是最早承認(rèn)中華人民共和國(guó)，并同新中國(guó)建交的西方國(guó)家之一。長(zhǎng)期以來(lái)，中挪關(guān)系發(fā)展總體良好，各領(lǐng)域合作不斷深入。

1. China and Norway recognize that our two peoples have enjoyed traditional friendship. Norway was among the first Western countries to have recognized and established diplomatic relations with the People’s Republic of China. Over the years, generally speaking, the China-Norway relations have maintained sound development and the cooperations have been deepened in all fields.

二、2010年諾貝爾和平獎(jiǎng)?lì)C授前，中挪兩國(guó)關(guān)系密切。由于2010年諾貝爾和平獎(jiǎng)?lì)C授及同該獎(jiǎng)有關(guān)的事件，中挪關(guān)系惡化。挪方充分認(rèn)識(shí)到中方的立場(chǎng)和關(guān)切，并積極致力于推動(dòng)兩國(guó)關(guān)系重回正軌。通過(guò)過(guò)去數(shù)年來(lái)多次嚴(yán)謹(jǐn)細(xì)致的對(duì)話，中挪雙方取得了實(shí)現(xiàn)雙邊關(guān)系正常化的互信基礎(chǔ)。

2. Before the Nobel Peace Prize award in 2010, China and Norway had close relations. Due to the Nobel Peace Prize award and events connected to the Prize, China-Norway relations have deteriorated. The Norwegian side is fully conscious of the position and concerns of the Chinese side and has worked actively to bring the bilateral relations back to the right track. Through meticulous and numerous conversations, the two sides have over the last years reached a level of trust that allows for resumption of normal relationship.

三、挪政府充分尊重中國(guó)的發(fā)展道路和社會(huì)制度，高度贊賞中國(guó)所取得的具有歷史意義的非凡發(fā)展成就。挪政府重申堅(jiān)持一個(gè)中國(guó)政策，充分尊重中國(guó)的主權(quán)和領(lǐng)土完整，高度重視中國(guó)的核心利益和重大關(guān)切，不支持損害中方核心利益和重大關(guān)切的行為，將全力避免雙邊關(guān)系今后受到損害。

3. The Norwegian Government fully respects China’s development path and social system, and highly commends its historic and unparalleled development that has taken place. The Norwegian Government reiterates its commitment to the one-China policy, fully respects China’s sovereignty and territorial integrity, attaches high importance to China’s core interests and major concerns, will not support actions that undermine them, and will do its best to avoid any future damage to the bilateral relations.

四、中挪雙方認(rèn)為，中挪兩國(guó)擁有廣泛的共同利益，在許多重要領(lǐng)域均有深化合作的巨大潛力。兩國(guó)將在相互尊重、平等互利的基礎(chǔ)上，發(fā)展友好關(guān)系，推動(dòng)經(jīng)貿(mào)、文化、科教、極地等領(lǐng)域的互利共贏合作，在國(guó)際問(wèn)題上加強(qiáng)溝通協(xié)調(diào)，共同應(yīng)對(duì)全球挑戰(zhàn)，造福兩國(guó)和兩國(guó)人民，維護(hù)世界和平，促進(jìn)共同發(fā)展。

China and Norway recognize that our two countries share broad common interests and have great potential for increased cooperation in many important fields. Both sides will develop friendly relations on the basis of mutual respect, equality and mutual benefit. Both sides will promote mutually beneficial and win-win cooperation in various fields, such as trade, culture, science, education as well as polar and other issues. Both sides will enhance communication and coordination on international issues and jointly deal with global challenges, so as to benefit our two countries and peoples, uphold world peace and promote common development.
